QUALIFIED MIGRATIONS: PERSPECTIVES AND CHALLENGES

Over two decades, skilled migrations have increased very significantly. Globalization processes, the loss of centrality of the workplace, international wage differentials and the development of ITC technologies are structural factors that facilitate migration of qualified human resources. At the time, the economic and employment crisis of many peripheral economies works too as a major push factor for populations from countries in crisis to other ones with more and better job opportunities.

The question is whether this phenomenon could be considered as a brain drain, i.e. loss of skilled human resources or conversely, a gain for individuals and countries of origin; a brain gain. And consequently, which is the role for public policies, and how these policies could foster or discourage these flows.

The “International Conference Qualified Migrations: Perspectives And Challenges”, organized by ESOMI and University of A Coruña will discuss these topics, in a general and theoretical perspective, reviewing the relationship with gender, and through case studies focusing student, scholar and labour migrations around Europe.
