Resumen:

Este proyecto se centra en el análisis histórico de las fuentes primarias de los archivos de Estudios de Integración Europea (HAEU, HAEP, BSEUDC, etc.) dedicadas a ilustrar las raíces transnacionales, los debates y las condiciones para la implementación de la libre circulación de personas en la Unión Europea (UE). El objetivo general del proyecto se centra en destacar: a) el valor del análisis crítico de la Historia en este ámbito y b) los legados normativos sobre los derechos de movilidad humana en el proceso de construcción europea para abordar los desafíos actuales con respecto a la libre circulación de personas en la UE. En definitiva, este corpus documental podría ayudarnos a ‘echar la vista atrás’ para ‘ver más allá’ al desvelar archivos soslayados y al arrojar luz sobre testimonios históricos clave sobre este tema. De hecho, actualmente se está ignorando el patrimonio histórico, jurídico y sociopolítico de la libre circulación de personas de la UE como punto de apoyo relevante para la creación de políticas públicas sobre derechos de movilidad humana dentro del proceso de construcción europea. Además, existe una influencia dominante de los estudios jurídicos, políticos y sociológicos sobre estos temas, mientras que la producción académica del análisis histórico aún no ha contribuido suficientemente a equilibrar su mirada crítica. Este proyecto tiene como objetivo cerrar esta brecha a través del análisis comparativo del papel y del impacto del Parlamento Europeo (PE) y la Comisión Europea (CE) como observatorios paradigmáticos en los modos cambiantes de implementación de esta «cuarta libertad» dentro del Área Schengen. Estos dos casos se explorarán como parte de un estudio más amplio sobre pertenencia y desplazamiento en una “Europa en construcción”. El cronograma del proyecto examinará los derechos de movilidad humana a la luz del análisis histórico del proceso de integración europea desde 1985 (el nacimiento del Área Schengen) hasta 2015 (un punto de inflexión clave dominado por la llamada ‘crisis de refugiados’, que se estudiará como crisis de gobernanza y de solidaridad). De hecho, las actitudes cambiantes hacia los derechos de movilidad humana constituyen un indicador clave de cambios sociales más profundos. Por lo tanto, estudiarlos proporciona herramientas oportunas y esenciales para interpretar una multiplicidad de conceptos emergentes en el diseño de escenarios inclusivos en sociedades cada vez más globalmente interconectadas.
